Position Overview

The Chief Delivery Officer (CDO) / Global Delivery Leader is responsible for the strategic direction, operational performance, financial results, and overall execution of a global Oracle consulting and professional services organization generating $300+ million or more in annual revenue.

This executive leads a geographically distributed organization delivering complex Oracle Cloud SaaS, Oracle Technology, and enterprise transformation programs for large and multinational clients. The successful candidate has progressed from hands-on Oracle project delivery through program, portfolio, and executive leadership roles.

The role combines Oracle ecosystem expertise, large-scale P&L management, global delivery operations, executive client engagement, and the ability to translate business strategy into measurable operational results. A central mandate is embedding AI, automation, standardized methodologies, and innovative delivery models to improve productivity, quality, scalability, and profitability.

Key Responsibilities

Global Delivery Strategy & Executive Leadership

  • Define and execute global delivery strategy aligned with growth, financial commitments, and Oracle practice priorities.

  • Lead a $300M+ global services organization across geographies, industries, and service lines.

  • Establish a scalable onshore, nearshore, and offshore operating model.

  • Translate enterprise strategy into delivery plans, operating priorities, and measurable results.

  • Build capabilities supporting growth, service expansion, acquisitions, and changing market demands.

  • Develop a high-performing global leadership team with clear financial, operational, and client accountability.

  • Partner with Sales, Practice Leadership, Finance, HR, and executive management to align commitments and execution.

P&L Ownership & Financial Performance

  • Own revenue, gross margin, contribution margin, operating expenses, profitability, and delivery-related financial commitments for a $300M+ business.

  • Establish financial governance and deliver revenue and profitability objectives.

  • Optimize utilization, realization, billable capacity, resource productivity, and delivery costs.

  • Oversee forecasting, backlog conversion, project financial performance, and resource demand planning.

  • Manage financial and delivery controls for time-and-materials, fixed-price, managed services, and outcome-based engagements.

  • Improve margins through delivery efficiency, global leverage, workforce optimization, and automation.

  • Manage overruns, scope changes, contract obligations, and delivery-related commercial risk.

Oracle SaaS & Technology Delivery Leadership

  • Provide executive oversight for Oracle implementations, modernization, and enterprise transformation programs.

  • Apply progressive experience from project execution through increasingly complex delivery leadership roles.

  • Demonstrate knowledge of Oracle Cloud ERP, HCM, SCM, EPM, and CX applications.

  • Understand OCI, integration platforms, databases, analytics, and application modernization.

  • Oversee multi-workstream programs involving architecture, integration, data migration, change management, and process redesign.

  • Set quality controls and governance across Oracle SaaS and Technology practices.

  • Sponsor high-risk engagements, lead escalations, and remain informed of Oracle product roadmaps.

Global Delivery Model & Resource Management

  • Design and optimize globally integrated onshore, nearshore, and offshore delivery capabilities.

  • Clarify accountability across regional leaders, global capability centers, practices, and shared services.

  • Balance cost competitiveness, skills availability, quality, and client requirements in workforce strategy.

  • Lead resource management, capacity planning, staffing, subcontractor utilization, and productivity.

  • Standardize global staffing, utilization, skills development, and performance management processes.

  • Maintain flexibility for regional, industry, and client requirements while promoting cross-border collaboration.

Executive Client Management & Delivery Excellence

  • Act as executive sponsor for strategic accounts and major Oracle transformation engagements.

  • Build trusted C-suite relationships with CIOs, CFOs, CHROs, and transformation leaders.

  • Lead steering committees, program reviews, contract-related discussions, and critical escalations.

  • Deliver commitments for scope, schedule, quality, business outcomes, and financial performance.

  • Partner with Sales and account leadership on retention, expansion, and long-term client relationships.

  • Measure client satisfaction and account health; personally lead recovery of challenged programs.

Delivery Methodology, Governance & Quality

  • Institutionalize a consistent, scalable delivery methodology across Oracle professional services.

  • Apply and drive Oracle Cloud implementation Methodologies, waterfall, Hybrid Waterfall Agile methods as appropriate.

  • Establish governance for initiation, planning, execution, risk, quality assurance, and closure.

  • Use project health reviews, executive dashboards, stage gates, and escalation mechanisms.

  • Control scope, changes, project economics, and contractual commitments.

  • Promote reusable assets, accelerators, templates, tools, and lessons learned to improve predictability.

AI Strategy, Transformation & Delivery Innovation

  • Develop and execute a strategy for embedding AI throughout the professional services delivery lifecycle.

  • Implement AI-enabled delivery to improve productivity, speed, quality, and margins.

  • Prioritize use cases in requirements, solution design, configuration, development, testing, data migration, documentation, and project management.

  • Evaluate generative AI, intelligent automation, AI agents, Oracle AI capabilities, and reusable delivery IP.

  • Set measurable adoption, productivity, and efficiency targets with clear financial outcomes.

  • Govern AI security, intellectual property, client confidentiality, quality, and responsible usage.

  • Drive workforce training and change management to operationalize AI at scale.

Internal Operations & Organizational Management

  • Run weekly operational reviews, monthly financial reviews, quarterly business reviews, and annual operating plans.

  • Maintain executive dashboards covering delivery, financial results, capacity, and organizational risk.

  • Oversee portfolio management, resource management, delivery operations, and workforce planning.

  • Partner with Finance on budgeting, forecasting, controls, and profitability.

  • Partner with HR on recruiting, retention, leadership development, succession, and organizational effectiveness.

  • Implement KPIs, clear management accountability, standardized processes, and continuous improvement.

  • Support acquisition integration, restructuring, and practice consolidation.

Required Qualifications & Experience

Professional Experience

  • 20+ years of progressive experience in enterprise technology consulting, systems integration, or professional services, with significant Oracle ecosystem experience.

  • 10+ years in progressively senior delivery leadership roles managing large teams, complex portfolios, and global operations.

  • Demonstrated progression through Oracle Functional/Technical Consultant or Solution Lead; Project/Program Manager; Delivery Director/Portfolio Leader; VP/SVP Delivery; and Global Delivery Executive/CDO or equivalent roles.

  • Direct executive accountability for a $200M+ annual professional services P&L or equivalent business, including revenue, margin, operational performance, and profitability.

  • Extensive onshore, offshore, and nearshore delivery leadership and significant Oracle Cloud SaaS and Technology transformation experience.

  • Demonstrated success with enterprise C-suite clients, delivery governance, methodologies, project economics, and operational transformation.

  • Experience implementing AI, automation, or digital delivery improvements with measurable business impact.

Leadership & Business Capabilities

  • Strong strategic planning, executive leadership, organizational management, and operational execution.

  • Deep understanding of utilization, realization, gross margin, revenue recognition, forecasting, and resource leverage.

Preferred Qualifications

  • Prior CDO, Global Head of Delivery, SVP Delivery, or equivalent role at a major Oracle Partner or global systems integrator.

  • Experience in an Oracle-focused $200M–$500M+ consulting organization.

  • Experience across both Oracle Applications and Oracle Technology practices.

  • Knowledge of Oracle PartnerNetwork, Oracle Cloud implementation practices, and the broader Oracle ecosystem.

  • Experience integrating acquisitions, harmonizing delivery models, and scaling global delivery centers.

  • Success building AI-enabled consulting models and reusable delivery intellectual property.

  • Experience in enterprise pursuits, solution governance, deal qualification, and commercial negotiation.

  • Bachelor’s degree in Business, Computer Science, Information Systems, Engineering, or related field; MBA or advanced degree preferred.
